When a municipality asks me to “digitize,” they usually mean software. But software is the easy part. The hard part is the twenty years of habit, hierarchy and paper that the software has to survive contact with.
The real bottleneck is never the technology
I have watched excellent systems fail because nobody owned the change, and mediocre systems succeed because one determined administrator refused to let them die. The difference was never the code.
Here is what actually moves the needle, in order of importance:
- Ownership. One named person accountable for the outcome, not a committee.
- Process before platform. Fix the workflow on paper first; only then automate it.
- Training as a first-class activity, not an afterthought bolted on at launch.
He understood our constraints as a public body, then delivered something our team could actually run.
